Why is toilet paper so cheap?

About 25 years ago, the cheapest toilet paper I could find was 1000 sheet rolls at about 50 cents per roll or so (in the US). Although so many other things have gone up in price over the last 25 years, on sale you can still find 1000 sheet rolls for 50 cents per roll or less.

Why?
I would be curious to know where you live if you find it much more expensive or cheaper than this. And no, I do not buy “preused” toilet paper.

T.P. is very porous and lightweight, most likely so it flushes and degrades easier and faster. Since it’s so porous, less paper is used so it doesn’t cost as much to produce.

Also, I’m sure that a lot of recycled paper is used in the production of it.
