When grading coins, do small nicks/scratches affect the Coin‘s grade? Or just the wear on a coin?

I bought a coin on eBay that was advertised as BU, but when I received it, there were noticeable scratches and nicks on the surface. Are coins like this still considered uncirculated?

Uncirculated or mint state coins can have scratches and nicks, but such coins should never be called BU. There are eleven grades (MS60 thru MS70) because there are a variety of like new conditions. You should always see the coin before you buy. If the coin is certified and slabbed, you are still buying the coin — not the slab. Typically the grade describes wear only while things like “bag marks” and scratches should be included in the description though some people prefer to lower the grade. I know of one company which will put, for example, “XF details, net VF” indicating extra damage which lowers the overall value of the coin. I hope that helps.
